I'm using a Galaxy Tab S2 9.7 and I can't move the rollback bar up or down. Is this a known issue with android tablets?

Unlike Features, the Rollback Bar doesn't have any functionality when you click it. Unless you're planning on introducing features to it later, or are concerned about creating too much sensitive surface area in the app, then can I suggest you have a little tooltip the first time or two a user tries to drag it, saying "Unlock first with the reorder button" or something like that, and a little picture of the icon?
