copy tab to clipboard only works for native onshape documents?

Tried to copy to clipboard so I could copy the terms of use pdf tab from one document to another.
Had to download and re-import.
Does this not work for foreign documents?

    Yes I'd be keen for this for pdf's, pictures, etc, and a duplicate on the assy tab.
