Placing a mate connector on a toroid...

We cannot place mate connectors on toroidal shapes (such as on o-ring) created with the revolve command as no inference points are displayed when hovering over the part.

How can we place mate connectors on such a part so that we can add it to an assembly?

    You can add custom mate connectors in a part studio.  So for your example build a sketch, probably using the "use" command to obtain a central vertex, then add a mate to that setting the "owner part" as your o-ring.  You'll also have the option to offset it up or down depending on where you put your sketch.

    If the section of your o-ring is circular or elliptical then mate connectors should work. Otherwise you can use a vertex from the sketch that you created the revolve from.
