Cursor pick box with notes in drawings

When I mouseover notes in drawings, it's almost like the focus point of the cursor is about mid way thru the cursor. (about where the red cross is)
Anyone else notice this too?
I end up using the "Fat" part of the cursor to select the notes in the area, kinda funky to get used to.
FYI, the notes are very close together. It could be the "pick box" at the cursor point is too sensitive, or not sensitive enough
