Down sizing

I am a little stuck with trying to scale a drawing down. I have tried using the "transform"option, but it only scales my drawing bigger. Is their a way around this? Your help is appreciated.

    @lara_michie - when you say drawing do you mean drawing, sketch, or part? Can you be a bit more specific, maybe with images?

    It is an item, comprising of 4 "sub parts" which have been linked to form an ITEM.

    So, in essence:
    I have the baseline total part or item size and let's call this the 1:1 ratio version.

    Now, I would like to add 2 variations to the item:
    1.) A scaled up variant (which OnShape allows me to fulfill via the use of the "transform" tool)
    2.) A scaled down version (which it won't complete)

    Your assistance in assisting in what I require would be greatly appreciated...
