Mirroring part of an object

How can I mirror the righthand side of the dotted line onto the lefthand side?
I don't want to chop anything off in the process.
I could just do it manually; this kind of manoeuvre just helps me maintain a creative workflow.

    Hello again! You will need to create a plane through your dotted line before using the mirror command. Use Face Mirror if you can, Feature Mirror if not.

    I tried that a bunch of times with different settings, but cant get it to work. I use the plane tool, select the centre line as the entity, hit the green button, and nothing. Every time it just reverts back to the original 'top' plane (horizontal blue line in the image above).
