2D drawing including Notes

I'm making a 2D layout using a sketch and need to label areas with numbers. (99% of what I do is 3D and I don' use Autocad)
1 - Draw a sketch of the layout.(if I use text to label areas the construction lines attached to the text are visible on the drawing.)
2 - Insert a view of the sketch into a drawing sheet.
3 - using Note I label the areas.
Note with leader attached to a line of the sketch moves with the drawing view. = good
Note with no leader didn't move with drawing view. = bad
Using Note with a leader gives a stable drawing however the look of an A4 layout drawing is cluttered with
with leaders.
My Question is there a method of placing Notes on a drawing that move with the view or of preventing the
view from moving?

Otherwise if you have dimensions, just add some text to them
