Pro user sharing with a free user

I know that an Onshape document created by a Pro user cannot be altered by a free user.
There is a way to measure the Onshape part by the free user but not a way to measure a drawing.
It would be nice if the Pro user can enable a set of tools (measurement and comment tools) when sharing an Onshape document with a Free user.
There are still shop guys that are more comfortable interacting with a 2D drawing than a 3D model.
I would like to have a free user be able to add a comment to the 2D draft or click on a smart dimension icon and be able to take measurements.
Being a small job shop we can't afford seats for everyone in the shop but if the guys on the shop floor could use a free account and take measurements on the 2D drawing (in case I forgot to place one) and make a comment like a text block (if there is a press brake program they saved for a part) and add it to the drawing. This way information is captured and shared and there is no altering of the model or drawing until I (Pro user) makes it.
