Wider support of negative values as feature perameters

Was trying to to use Transform feature with Translate by distance option in feature pattern, which was iterating some parameter from negative to positive and faced that Transform feature doesn't support negative distance values. Negative numbers would often allow to get more general and flexible solution

    @konstantin_shiriazdanov This is something we are doing as we refine things.  It is on the list but not something we need to have users vote on. We know it needs to be done. Consistency is the goal.
