loft did not regenerate properly cannot use faces or regions with inner loops as profiles

I'm trying to loft a shelled (tube) to a smaller diameter circle . I get the error "loft did not regenerate properly cannot use faces or regions with inner loops as profiles" probably because I am unable to select just the OD of the tube as the profile to loft. I am able to select the OD in all other functions EXCEPT loft. is this a bug or feature, and what am I doing wrong. (I initially was trying to shell a formed solid into a tube but was not able to see some internal segments to select them to shell so had to roll back and shell my way out) Also, how do I make all the segments of this the same color:

Your document link is view only, so I can't make a working copy, but I did manage to recreate part of your geometry. I don't see the same problem. Did you remember to create the loft as a surface body instead of solid?

thanks, that works great. I started out as all solids then shelled it to get the correct wall thickness. The shell function is looking for a face to remove- with a surface there is no face. I was able to do it via thicken though, so all is well

I am attempting to make a loft but receive the error message: cannot use inner loops as profiles. I have tried many ways to fix this and am stuck. I have attached a copy of my document, as well as what it is meant to resemble. Thank you!

I tried fixing your model, but something is up with the sketch you imported. The line segments don't form a closed profile, even after trimming and joining the odds and ends to make the profile a connected chain. It's also better modeling practice to create the gear teeth with a pattern vs cutting them all at once with a complicated sketch. I'll try doing that next if I get around to it.

It would be amazing if you would be able to create with a pattern, I attempted them originally using the circular pattern tool however importing them onto the sides did not format correctly. My partner did it using a normal sketch, but he didn't do it very well, hence the difficulties. I greatly appreciate your input and would be grateful for any further advice.
