I would like to fillet the intersection of the rod and the semi-torus to reinforce the junction (make it a bit thicker) — the read line below:
The fillet does not naturally suggest this place, is there a simple way to add filets on such intersections?

Ah, found it! I merged the two parts into one and the fillet function suggested the intersection: https://cad.onshape.com/documents/d7aebcbf751ea63aa06fa480/w/d496255ea19f9425bb0ebe6c/e/1fe3d10623afa6ca25027db7?renderMode=0&uiState=674cbf5cb61a7170488c82c5
Yep, a fillet can only be done on a single part. It can't be done between separate parts.
