Offset part axis to face

Im trying to do a relatively simple (or so i thought) mate from an axis of a cyclindrical rolling part to a runner. I'm going mad trying to get this to mate correctly, as there doesn't seem to be an obvious way to get an axis offset from a face. I have also tried the tangent tool but it's not giving me what I'm after. Does anyone know what I should be using? I am planning to use either pin slot or rack and pinion mates after I have the basic mates defined
