Making many off-axis (radially and axially) holes in the wall of a tubular cross-section

Rank newbie here, hope this hasn't been answered elsewhere. I want to create a cyclonic cylindrical chamber, roughly 1' long and 1" outside diameter, 1/8" wall. I'd like to place 72 1/16" holes, in 12 rows of 6 (i.e., at 30 degree increments), evenly spaced around the circumference and along the axis. The challenge so far has been to figure out how to tip them five or ten degrees off-normal both axially and radially. I"m quite lost in trying to manage planes!  Any help is much appreciated.
