Fully Constraint bug

I have this simple sketch
As its black it's fully constraint, i.e. zero degrees of freedom. yes?. No
I add a perpendicular angle (take away 1 DOF)
here and it becomes as I want it. The paradox is that if it was fully constraint before then it should become red for overdefined. Or it should not have been black before as fully constrained.

You can add a new constraint to an all-black sketch if it is consistent with the existing constraints.7 -
