How can I create Tutorials?

I found a selection option that I have not seen before. "Create tutorial" how does that work? Is this only for teachers?
Is there already a video in the tutorial center about this?

    You shouldn't be seeing that. It used to be there for Onshape employees years ago, but even I don't see it now. Please ignore!!!

    I also only have this button in one project. I don't see it in another either xD
