How to apply full round fillet?

Hi,
I am trying to use the full round fillet on the dark part.
For some reason the fillet will only be applied when i extrude the part my a certain height. In this case I have to extrude it by minimum 2.9 mm.
Any ideas on how to extrude it less, and still get the full round fillet?
