When importing a STEP file which is an assembly, Onshape shows it as a breakdown of all parts but I cannot see the actual assembly.

So is there any way to preserve the mates?

If there is not motion in your model, you can select all parts and set 'Group' mate and it will keep your assembly from braking. You can also select only the static parts and recreate mates for moving parts.

Remember to set 'Fix' for one of the static parts to keep model fixed relative to origin.
