I think you should take a look at our direct editing features. It sounds like what you're looking for can be achieved by Move face by an offset distance:

Any other simpler method been overlooked?
Either way you need some way to constrain what area you are looking to effect.

Set Flange thickness equal to original material thickness
Radius / fillet: (Internal Edge = Material thickness & External Edge = Thickness (+ Radius (if internal corner has been filleted)
