    Looks like you're looking for windows based software.  Shapr3d is iPad only, I guess iPad's that support stylus' only.  It is still a modeling environment but seems to be geared to ideation as opposed to straight parametric.  I have no experience with it just saw a blurb where an artist used it for a graphic book layout (which seems odd but made sense).

    Small update about gravit.io. I wasn't aware, but the same people are developing another app, it's almost the same as gravit.io, but it has better UI design, an ability to work with multiple pages. It's a browser app, that works online, but if you would install it as a chrome app, then you can work offline. Only downside in compare to gravit.io is this app don't store projects online.
