Do the professional accounts have a greater allocation of server power? For instance, if I upgraded to a professional account, would my models rebuild more quickly or is performance mainly dictated by network speed?

Performance is dictated primarily by the complexity of your model and then your network speed. The professional account gives you the ability to manage who and how your documents can be accessed.

The primary factor determining performance is local rendering speed (graphics card).
