the default sketch fillet radius is 5. If you try to fillet something very small, It tries to start with the fillet at the 5mm default, but it cannot, and it cancels the fillet, giving the error: The current fillet radius produces invalid geometry. Since it exits out of the fillet tool before you can even change the radius from the 5mm default, It prevents you from making any fillet at all on a small sketch.

The fix we'd probably use for this issue is to make fillet more consistent with other sketch tools that have preview states, so if the fillet radius is too large, there would be a red preview giving an indication of why it won't fit along with an edit box to try additional values.
