A Variable in a sketch pattern

  not at all a solution for the problem, but you can do it with a linear pattern feature, I would say that you are creating the circles to makes holes, make de first one and then do a linear pattern feature re creating the faces that the hole creates.

  You cannot use a variable for sketch pattern instance count.
  You will need to use a feature pattern if you want to use a variable.
