When I import a textured NURBS surface from rhino, it's just black surface.
Is this supposed to work?

Images are just pixels, they have no geometry to attach to.
You can place a point on a reference in the image (again, you will need to eyeball this)
Then dimension it to the edge of the image border.
Then you can snap that point to your geometry
The question is more how I can snap the image to the edge of the surface?
Then make the two points i marked green coincident.
After all this, I rarely drag an image to size, rather I'll constrain it with to rotation & position dimensions. I'd rather dial the numbers in vs. dragging them. With the cursor over the numbers, you can spin increment the numbers. Controlling the image placement with a mouse is easier.
