Balloon Selection of Faces

It might be just me but I have trouble getting a face selection with balloons. I only seem to only get edges and an arrow. However, I just opened a drawing done by someone else and they get a nice node to connect to the face. How do we achieve this?

- create a note (with a Leader or not)
- delete the leader (right-click, Remove Leaders)
- add a leader (right-click Add Leaders)
- Now I can put the leader anywhere I like...
